- 2 cups milk

- 4 slices american cheese
- 4 hash brown patties, cooked according to package instructions
- 4 fried eggs
- chopped fresh chives, for garnish
- nonstick cooking spray, for the baking sheet
- 2 1/2 cups all-purpose four, plus more for dusting
- 12 tablespoons (1 1/2 sticks) unsalted butter, 1 stick cubed and chilled and 1/2 stick at room temperature
- 1 tablespoon baking powder
- 1 teaspoon kosher salt
- 1 teaspoon sugar
- 1/4 teaspoon baking soda
- 1 cup buttermilk
